ANONYMOUS SPEAKS: Pork Barrel Scam (Updated)

UPDATE AS OF NOVEMBER 19, 2013: 

SC DECLARES PDAF UNCONSTITUTIONAL!


SC spokesperson Theodore Te confirmed the news. Reading the decision penned by Associate Justice Estela Perlas-Bernabe, he said the following have been declared unconstitutional, among others:

a) The entire 2013 PDAF article

b) All legal provisions of past and present Congressional Pork Barrel Laws, such as the previous PDAF and Countrywide Development Fund (CDF) Articles and the various Congressional Insertions, which authorized legislators – whether individually or collectively organized into committees – to intervene, assume or participate in any of the various post-enactment stages of the budget execution, such as but not limited to the areas of project identification, modification and revision of project identification, fund release and/or fund realignment unrelated to the power of Congressional oversight

c) All legal provisions of past and present Congressional pork barrel laws such as the previous PDAF and CDF Articles and the various Congressional insertions which confer or conferred personal, lump sum allocations to legislators from which they are able to fund specific projects which they themselves determined

d) All informal practices of similar import and effect, which the court similarly deems to be acts of grave abuse of discretion amounting to lack or excess of discretion.

Update as of last week of August 2013: 


1. Janet Napoles was ordered arrested but she evaded arrest by She surrendered to President Aquino past 9 in the evening of August 28. She is now booked in Camp Crame. Makati RTC ruled that she be committed at Makati City Jail.

2. Filipinos held the Million People March in Luneta and in other parts of the Philippines, also abroad. Ex-CJ Corona was booed when he showed up in Luneta. It was a peaceful event attended by more or less 60,000 people. (August 26)

3. The Senate holds its hearing on the pork barrel scam. The COA Chief was invited as resource person. (August 29)


Keep our fingers crossed that the wheel of justice will roll smoothly and let this mark the beginning of the end of corruption in the Philippines! Let's hope for the best!



Kudos to all the Anonymous persons who brought these informations out in the open. Yes, most of these informations are unverified so it's up to you, readers, to separate the chaff from the wheat. It may look like high-tech online rumormongering to some but isn't it that where there's smoke, there's fire?

I sincerely hope the proper authorities, be it the DOJ, the Ombudsman, the Congress, or even the Senate, will conduct their own investigation to serve justice to the people or to the Napoleses. These issue should not end in blogs or online discussions. We, the Filipino people, deserve to know the truth.

I was reading my news feed at Facebook when I chanced upon a blog shared by my niece. Her only comment was "COMMENTS SECTION".

As curious as a cat, I clicked the accompanying photo (above) and read the blog first, written by MommyJ.

She wrote her opinion on the Pork Barrel Scam involving the wealthy Janet Napoles and family. What took me by surprise are the various comments from Anonymous which are like bombs that shattered my peace.

I am not pretty sure whether Anonymous (the first one who fanned the flame) is the same person who revealed classified information all throughout MommyJ's blog. For convenience, let me treat Anonymous as one and the same.

Janet Lim Napoles has strong ties before with the late Emilia Boncodin, DBM Secretary. Emilia is the one that keep Janet in the loop whenever a budget or SARO is approved and to which senator or congressman.

Gringo Honasan is a dear friend of Janet’s husband, Jimmy Napoles. I was surprised when I read somewhere online when Honasan was interviewed and he said that he doesnt know the Napoles family.

During the coup in Cory’s time, Jimmy napoles was driving a tank on the way to camp crame when he’s tank was hit by a mortar.Jimmy is operating the .50 caliber machine gun and the soldier driving the tank died during the blast. Jimmy survived and was jailed along with Honasan. If you can get clear photos of Jimmy Napoles online, you will see that part of his face and his arms show burn marks.

Their wealth started to build up during the late 90′s when they engaged themselves with mayors based in zamboanga to use them as a front for a Foundation that will implement projects or deliver farm materials. With connections at COA, they were able to arrange “completed projects” without delivering anything. They established JLN group of companies sometime in 2000 and they moved to their new office from AFPOVAI to Discovery Suites on the 25th floor.

Soon enough, they were able to develop deep connections with more legislators in congress and numerous senators. What JLN Group Of Companies do and their sub-companie, Jo-Chris Trading (named after their eldest child, Jo-Christine “Neneng” Napoles) – they use their foundations as the implementing agency for the funds of congressmen or senators. You see, congressmen and senators have budget, PDAF or the “pork barrel”, but these politicians do not have direct access to their funds and they can never touch it. So what they do is the politicians will create a project (common one is “fertilizer distribution” to farmers) and will ask DBM to set the budget. Then, there will be a public bidding to be held by DAR. The outcome of the bidding is already fixed and it’s Napoles foundation wins. The fund or SARO will be released through Janet’s foundation and the congressmen/senators will ask 70% of the whole amount. So if the project is 10M, Janet will give 70% of that. Usually Janet’s nephew, John Francisco Lim is the courier of the money, they will meet at Podium or at a parking lot. The money are stored in plastic bags or paper bags.

So, whatever is left from the budget, 30% goes to Janet. They usually cash-in the cheque they get from DBM at Landbank in Greenhills and the manager there is part of Janet’s payroll. Janet also need to pay the inspectors from COA and whoever is involved in DAR.

This is their workflow.This is what they do for more than a decade. This is how the senators and congressmen make money. This is why theses politicians have so much and working class filipinos almost have nothing. This is not only Janet’s fault. The greediness of the senators and congressmen are the driving point that keeps this system operating. It is also amazing that if Janet’s family and her company goes into trial, the people who will try them – judges, senators, congressmen, are also part of this. I fear for the life of Benhur and Merlina as whistleblowers. Soon enough they will die. The people of the philippines should protect them. NBI or the witness protection program cannot do anything about it. Because they are keeping the whistleblowers alive for their own use only. Once Janet give payments to the NBI and once Revilla, Honasan, Arroyo, Pichay, Ducut, Pineda, Lim, Estrada, Soto, Lapid, and almost all the congressmen who were in post for the past decade, step in – there’s nothing benhur or merlina can do. They are as good as dead by now.

Please post this on your social media and share it to the world. It is time to stop this madness and remove the pork barrel and protect benhur and merlina. 

I was like, "What???" And I reposted MommyJ's blog in my FB wall, asking my friends whether it was true. The succeeding comments in MommyJ's blog contained warnings, words of caution, more expression of disgust to corruption. Some urged him to go to Philippine media to which he responded:

Zenaida Ducut, previous congresswoman in one of the provinces in Pampangga made a killing through Janet’s company. They also have strong ties with the Ampatuans in the south and yes, they also benefited from Janet’s company. Previous PNP chiefs during the Arroyo administration also used JLN Corporation as the foundation to supply communication radios initially valued at Php5,000 only to be listed in the receipt given to COA valued at Php65,000 each.

Let’s stop and reflect, if the local media publishes these facts, do you think that the current government CAN do something? NO. even if noynoy wants to punish Janet and even if he’s the president of the country, he can only do as much because our constitution does not allow the president to tackle these crimes. because that is not included in his job description. It’s a pity that people accuse the president of doing nothing. Yes, he cannot do anything about it because our law doesnt allow him too. You want something to be done with this issue? If noynoy declares martial law and will have complete authority over these issues, yes, he can hang all the senators and congressmen. But will noynoy declare martial law? No. not because the people of the country doesnt want to – its because noynoy wont bring back the years that caused his father’s death.

The current situation in the country has reach an impasse. unless the people do something about this, we will remain right where marcos left off – corruption everywhere and escalation of poverty.

It was overwhelming now for me. Though some informations were incredible, many were amazed by the details contained in Anonymous' narration. One thought that Anonymous is an insider to the Napoleses' lair. Others questioned his anonymity while others hailed him for his exposé.

Anonymous dropped some more bombs. This time, the name of one well-known media personality was mentioned.

I saw an interview of janet, jimmy and two of their children, jo-christine and his younger brother. The interview was conducted by Korina Sanchez. I was amazed how Korina played on the set and in a very sublime manner, projected the Napoles family as a victim.

Let me explain.

Korina is married to Mar Roxas. Mar is from Iloilo and he has a cousin, Johnny Roxas. Johnny stands 6’2, fair, brown hair and brown eyes. Johnny is a good looking male and a mestizo. Johnny used to work at JLN Corp. and he used his connections through Mar when he was still “Mr. Palengke.” Johnny earned significant amount of money by closing deals and getting the SARO of some congressmen and mayors and governors with the help of Mar. But Johnny had a fallout with Janet when some some cash commissions were not equally divided to him. He was also hoping to have a Mercedes Benz as a incentive from one of his successful transactions from a congressman based in Samar, bur Janet failed to deliver the car to him. Johnny soon left the company upset. Nevertheless, Johnny left JLN with few million pesos richer, and Mar Roxas a few million above 10M richer. Johnny Roxas became visible again in the political arena when he joined the campaign camp of Fernando Poe Jr. He was always visible on TV appearances and newspaper photos sitting or standing beside or behind Poe. With this said, Mar Roxas has ties with Napoles and that explains the interview with Korina that appears to be biased with the Napoles’. And you now know the reason why.

This news is slowly fading away and only a couple of local media outlets are currently covering it. The Revillames and Estradas are already preparing their speeches should this issue reach the senate. Some speculations in the current congress thinks that this issue is bigger than the corruption of Gloria Arroyo itself so everything is carefully planned out for the next step. There are extreme suggestions within the congressmen involved to create mass hysteria and stimulate “terrorism” activity in the city. They are planning to set off explosives in public places soon and will blame it to the Reds (CPP-NPA) organization.

Do you think that the Ayala Mall explosion before is an “accident”? How about the recent explosion in one of Ayala’s apartments in The Fort? Has anyone of you heard the case again and its updates? None.

It doesnt make sense, does it?

The Napoles lives in Ayala Alabang. Their house is adjacent to Ping Lacson. When Lacson bought the house in Alabang, this was the time when he and Erap were throwing accusations against each other. There was a news clip before of an interview to Lacson and he consistently denies that he does not have a house in an exclusive village. The Napoles’ was laughing hard because the family was the one who recommended that house to Ping.

As you can see, a significant number of residential owners in Ayala Alabang have sits in congress, senate, supreme court, mayors and governors. The Ayala’s are not in the position to deny these individuals who belong in the government from buying properties.

Imagine that at this very moment you are reading this and all the houses with owners that have sits in the govt disappear in thin air – how many house units will be left in Ayala Alabang? Let us say that ayala alabang will be like empty plots of land like in Fairview or Rizal. That is how significant these home owners are to the Ayalas.

How about Forbes? The Napoles have properties in Forbes Park as well. Who developed Forbes Park in the 70s? The Ayalas. And the same home owners in ayala alabang can be found in forbes park. The explosions in the ayala properties were no coincidence. They used it as a platform to divert the attention of the masses so that local media will cover the explosion news instead of corruption expose’ involving key individuals from the congress and senate during those times.

Now they will do it again soon. But this time, it will be exactly similar like the MRT bombings and bus bombings like before – they will bomb the public. Once this happen, all news will be focused on the bombings and slowly the Napoles and all the congressmen and senators, and judges, and secretaries, and undersecretaries will slowly crawl in the dark, away from all of us, together with all their wealth.

Oh, havent i mentioned that Jenny has already moved her money from landbank, metrobank, bpi, banco de oro and consolidated all of their accounts to HSBC hong kong recently? Ooooppss.

Now I am thinking. How much does a Senator earn from all of these? I am clueless until Anonymous posted this:

Those facts of blowing up buildings, bombing public transport and killing innocent civilians in the process is outrageous. Yes, it is beyond me how they do that. At what cost? Let’s do the math here and lets figure out why the philippines is still poor and why the congressmen, the senators will go as far as killing us all.

Currently, the philippine senate and congress is already drafting the budget for 2014 and it’s roughly Php2.3trillion. Yes, that is our country budget and that is made up of all the taxes that everyone paid. That is almost US$57.5B. That is a lot of zeros. Every year, the pork barrel allocates Php200M for EACH senator and Php70M for EACH member of the congress. There are:

24 Senators with 6-year terms maximum of 12-years
288 Members of Congress with 3-year terms maximum of 9-years
1 Senator x Php200M x 6yrs = Php1.2Billion per Senator for his full 6-year term.
1 Congressman x Php 70M x 3yrs = Php210M per Senator for his full 3-year term

Because all senators and congressmen are very patriotic and want to serve our country to their maxed out terms, let us do the math again:

Php1.2B x 2 = Php2.4B in 12-years pork barrel per senator
Php210M x 3 = Php630M in 9-years pork barrel per congressman

These are the amount of each senators and congressmen allocated to them in their respective tenures. Imagine the market value of this sector – the way Janet imagines it.

Because of companies like Janet, all the people that you vote use similar corporations like of Janet to steal money from the people’s coffer – from you, from us. Just imagine the huge amount once they’ve get a hold of their budget. Now think deeply why our country is still a mess. Can you now see the whole picture why our country is still poor? Why you, the reader of this blog, works so hard yet you save nothing?

This has been happening since the times of Marcos. The only difference is, during Ferdinand’s time, he’s the only thief and his cronies so the effect is the country doesn’t notice that they are “poor”. When Apo was ousted, EVERYONE sitting in power is a thief. Now the country can definitely feel poverty.
The figures listed above remain as the key motivator to Janet Napoles. That is why she is reach. That is why ALL members of the congress are filthy reach, That is why ALL senators are filthier. The sad fact is, there are numerous companies similar to Napoles that operates as we speak. Then why is Janet so popular? Because her company is generous to the greedy congressmen and senators, her company is the only one that can afford to give as high as 85% cash-on-hand off from their allocated budgets. Other companies similar to Jo-Chris Trading and JLN Corporation can only go as high as 65%.

Close your eyes now and imagine a senator gets 85% of Php2.4B. Now think about why ramon revilla – bong revilla, the arroyos, enrile, lacson, estradas and all of them are still in power, one generation to the other.

Open your eyes and reach to your pocket – how much do you have?

It hurts damn bad.

But i can tell you that there are two metal safes inside JLN Corp.’s office at 2502 Discovery Suites in ortigas. One safe is inside Jimmy Napoles’ office and the other one is in Janet’s office. Their office also have a small storage room where all previous invoices and receipts that were never use during the past few years are being kept. If you, the reader can magically teleport yourself in that room, you will definitely find all the answers to your questions.

There is also a 5-drawer filing cabinet (metal and beige in color) in front of Janet’s office door where all files of each congressman, senators, mayors, governors, secretaries, undersecretaries, are nicely filed and named. Each folder contains copies of cheques, cash vouchers, petty cash vouchers, receipts of cash advances and bank account details for each transaction.

If by any chance that this blog has reached the Napoles family, they will move these safes and drawers outside their office ASAP. They will use the utility elevators located in the back of the building to transport the cabinets and all its contents. Once they reach the carpark, they will go to carpark slot number 1 to load these things. Janet owns carpark numbers 1, 2 and 3 at Discovery Suites. It is a good thing to also ask Jun Pareno, one of the big bosses of Discovery Suites, how he helps the Napoles family all throughout these years conducting VVIP services to some congressmen and senators as part of Janet’s perks to them using the hotel services.

Going back, those drawers will be moved in binan laguna in one of their houses there and everything will be burned. This has not happened yet. And if you, the readers, do nothing, once those drawers are out of the streets, there goes your evidence. Don’t let the local san juan police raid their office because that is part of their plan – to have the police storm their office and make it appear that everything is being seized. Of course, what safer way it is than to transport the cabinets escorted by law enforcement officers only to be burned after.

Clever. Very clever Janet indeed. Was it that Jinggoy’s idea or Gringo?

Jo-Christine Napoles is a graduate from St. Benilde. Her brother, James Napoles is also from Benilde.
Benhur is as guilty as Janet – they both became rich helping politicians steal from us.

Merlina Sunas is still poor and helpless. Janet used her all throughout these years. Save Merlina and let Benhur die.

Patayin na natin lahat ng mga kongressman at senador! at bantayan na ang mga airport dahil tumatakas na sila isa isa!

This is just one of the many calls for murder and the likes. I do not subscribe to this idea, I abhor it, but for the sake of telling the story, I am reposting. There were suggestions that they tell what they know to Rappler.com, CNN, and other trusted media personality.

Our collective curiosity was upped by the revelations. Who are involved? Who are robbing us of our taxes. Anonymous answers:

Everyone wants to know the identities of the congressmen and senators and cabinet members and judges that have business relations with JLN Corp.

Simple.

There are numerous security cameras installed in Janet’s office and the recording machine is located in her room. You will see all the people that comes in and out of their office – including ALL the politicians in HD viewing.

If by any chance they have deleted it, the people of the philippines can ask Discovery Suites CCTV footage of their hotel entrance at the back of their building. Or the CCTV at the Serendipity Lounge. It is also interesting to check the CCTV footage of Landbank Ortigas and see how many times the employees of JLN come in and out in a day for the last five years. Or probably all CCTV at the banks in Greenhills (along ortigas avenue) because most probably, JLN Corp have accounts on them.

We might as well try CCTV footage at Starbucks and Dome Cafe at Podium. I am sure as hell that they will find videos there for the past 3 or more years.

But people, we better act fast because once they read this blog, those videos are good as gone.

I really don't know how much of Anonymous' story is true. But like someone who receives a bomb threat, I simply cannot ignore the warning. 

At this point, the readers are thanking Anonymous. Some were thinking of another People Power Revolution out of disgust. There are suggestions of statehood (that the Philippines becomes the 51st USA state), change of charter, and others that are so bloody. One even called on the soldiers to start a bloody revolution! There is animosity among some readers due to conflicting ideas. But I realized while reading the comments, Philippines is indeed a free country. Crooks are free to rob as free as the citizens to be verbally hostile.

Going back to Anonymous, he is not done yet though he said, this one will be his last comment. He gave out some interesting info like the telephone number allegedly of Janet Napoles (asterisked later). He even linked the big telcos to this mess. He addressed the netizens, to wit:

The point is – the philippine law is in Janet’s side. Like others that were in the same situation as her now – marcos, estrada, lacson, glorya, corona and countless politicians (well almost all of them) – this too shall pass. And she will be acquitted. I can see the web traffic on this blog and there’s a significant number of lawyers reading this comment at this very moment. And they know that I am right. Surprisingly, Janet is reading this blog right now, and you can just imagine her big smile painted on her face.

Why? Because the people you elected created a law that will protect them from us. And there is nothing that we can do. There is nothing that you can do. People power? Yes we can all march on Edsa and after that what? We will all be back where this issue left off – country will still be in poverty.

Let’s go back to the current issue. Janet’s company, JLN Corporation together with her family, serves only a fraction of what caused the poverty in this nation. She’s only a part of a hand that feeds the mouth and the whole body. Now, ponder this, IF the Napoles is put into prison at this very instant, and we recovered their wealth and put it back from the people’s coffer – now what? The same congressmen, senators, cabinet members, police chiefs, army chiefs, NBI chiefs, judges will start to steal again. Have we solved the root cause the nation’s problem? No.

You and I are angry at Janet. Yes, that is true. But consider this, Janet is only a facilitator. The beneficiaries of everything she stole goes back to the senators, congressmen, mayors, etc. And JLN Corporation is only ONE company that we are aware of. There are MANY companies and foundations out there that, members of the congress and senators operate. You think that enrile has no foundation similar to janet? Hell no, he got dozens. And also estrada, etc.

I want to state some facts here. Janet is still “poor” compare to the arroyos and macapagals. In fact, janet’s wealth doesn’t even come close to pandak. Pandak’s family has been plundering the nation since Diosdado’s time. How? That’s why Dado got rid off the americans because Dado wants absolute control of the country’s wealth. Similar to glorya, from VP to President to congress. They will fuck everyone just to stay with power. Why? Annual country budget in our country averages Php21Trillion. Imagine even if you can have 1% of that amount every year, will you not kill anyone that will stand in your way and fuck everyone else?

Now let’s go back. JLN corp and jo-chris trading accumulated wealth during the time of arroyo. And we all know for a fact that marcos’ wealth is puny compare to the collective wealth of the arroyos and macapagals. And during the time of arroyo, everyone steals from everybody and they made a killing. Do you think that with a company like Janet’s will not attract arroyo’s attention during her term?
Arroyo knows janet and glorya just let her run her business. Why? Arroyo was busy in bigger projects and Janet’s company breathes life to this ecosystem and keeps its liquidity. Janet’s company and other companies similar to hers keep things balance in this systematic scheme and organized plunder.

So people, if we want to be angry, let’s not be angry to one person only. Let’s be angry to the people who held post during glorya’s term and to previous and current members of congress and some senators (wait, is tito sotto still a senator? No wonder) and mayors, and governors, and cabinet members and their undersecretaries.

To all the people who demand for trial and investigation, please stop, please. Nothing will come out of that investigation and please don’t fool yourselves that if you make a campaign to stop and abolish pork barrel and pork barrel will be gone – no, it will not happen. Never.

The philippines have already suffered enough. All our previous people power were all peaceful and look at ourselves now. We are still here and I am writing this piece.

The solution is a violent revolt against all members of congress and senate. Let their bodies hang on bridges and burn their houses. Once the purge is over, the government should hire a foreign consulting company that will handle the nation’s budget and rebuild this nation from ground up. It is a fact that we filipinos cannot govern our own selves, let’s face it. Once we see power and wealth within our grasps, we don’t fucking care anymore. This is the only way to restore our nation and to bring back countless OFWs abroad and start a new life for the current generation.

I was once offered to create development projects using the PDAF of some senators, especially the reelectionists during the 2013 elections. That was between 2011-2012. The deal was: 60/40. That is 60% goes back to the senator to be used as campaign funds, and 40% goes to the ‘project’ and others. The ‘others’ here meant people who are involved in the transaction, which all in all they will get 20%. The project proponent gets 20% of the amount. The lowest amount offered was Php2 million. I initially entertained the offer. I submitted 3 project proposals with the total amount for funding of Php6 million. I foolishly involved three cooperatives with the intention that the 20% we’d receive would be used for the ‘real project.’

But there’s something that struck my senses when I brought the coop leaders to the Senate in June last year (2012) for a meeting with a senator and a couple of senate staff who would process the papers — that I could only be used by politicians as a pawn in their game. I was even introduced to Sandra Cam, the whistle blower that Lacson and Erap used against Gloria Arroyo. After the meeting I went straight back home and thought carefully about the consequences of my action. I decided not to pursue nor to follow it up. My conscience could not simply take it.

Even if the people would pressure Congress to remove the PDAF, legislators would not heed because it is necessary for them because their constituents would demand from them concrete, visible projects. But COA should demand full accountability; PDAF disbursements should be audited. After all its the public’s money and not to be used for discretionary by indiscreet politicians. 

It seems that we, the people have a participation to this scam after all. It all starts from the bottom and magnified at the top. Sadly, very few of them are enjoying our money in contrast to the millions of Filipinos who are denied of basic services. See Anonymous' computations here:

    May suggestions lang po ako.

    Ang nakikita ko po kasing first step para may action na mangyari is maging aware ang mga tao. Sa ngayon, kumakalat na itong information sa internet. Pero since ang audience ng internet sa Pilipinas ay limited lang sa middle class, sa tingin ko hindi enough na sa internet lang maspread itong idea. So ang una ko pong suggestion ay gumawa ng way para malaman din itong info ng mga masa. Ang naisip kong way ay through text since ang text naman ay sikat sa lahat ng tao sa Pilipinas. Pwede ring kausapin din yung mga activists group (Anakbayan, Kabataang Makabayan, etc) na tumulong din sa pag disseminate ng info sa masa (magaling sila sa propaganda e).

    Isa pang group ng tao na pwede ring makatulong ay yung mga OFWs. Malaking bagay na makuha ang support ng OFWs kasi ang remmitance galing sa kanila ay malaki. Sabi nga "Economic power begets political power". So kunyari ay magthreat na magboycott sa pagpadala ang mga OFWs (or gawing bare minimum lang ang ipapadala sa pamilya sa Pinas), mapipilitang gumalaw ang gobyerno.

  87. I have been following the news and blogs. I also felt the sense of helplessness, anger, fear & myriad other things.

    These problems are so huge & complex but I remembered, I can do 3 things.

    First, I can pray about this &lift it up to God & He can work this out in his own time & justice can be served. I can quote a lot of verses to support this but suffice to say, where our wisdom & strength ends, God's grace takes over.
    Second,I'll always be proud of our heritage & all the nice things that make me a filipino. I cannot change people but I can control me so I'll make sure I am productive & contributing to society's wellbeing.
    Third, I can share the news online & post my thoughts.

    I am a relatively new migrant but I still care mainly because my whole family is still in the Philippines. And I believe our country & people have flaws & issues but nothing's perfect.
    People may agree/disagree but for me, faith & positive thoughts surely won't hurt or add to the problem. We're all different, with various abilities & leanings and we can all play a part in this story.

  94. Sa analysis ko lang nagumpisang lumala lahat itong corruption ng bayan sa isang family. Sa mga Marcos especifically sa mag asawang Meldy at Ferdy at sa mga cronies nila.

    Pero lumaki noong panahon ni Tita Cory kasi when she was installed President through People Revolt hence, given the opportunity to stop corruption as a leader of a revolutionary government she was so fucked up in her ignorance and pa-pretty effect that she did not know what to do right; that was to run after the Marcoses and their cronies and prosecute them to the full extent of the law and incarcerate them for all eternity as a deterrent. Had she done this, our history would have followed the right course.

    Kaya nga may penal code, at may Judicial Branch ang government that is to make sure justice is served. Not only to small time criminals but most espcially to big time Mafia families such as the plunderers like Marcos and his cronies.

    Our country faced an important critical juncture in her history that the Cory revolutionary government could have used to reverse the evil effects of the abuses of the Marcos regime. But Tita Cory was to dumb she could not see it happening right under her nose. It could have served as a tipping point to reform and recover from the hard lessosns of history.

    But alas, what could an uninformed housewife who has a major in French do anyway, for a country as complicated as the Philippines!

    Then another critical juncture was again presented to another woman president through the incarceration of the then plundering, womanizing and gambling alcoholic President Joseph Ejercito Estrada but what did the stupid Gloria Macapagal Arroyo did? We all know she pardoned the unrepentant sinner! Is this getting ready for a presidential pardon for her own self too when her time comes?

    Obviously these two women presidents committed very serious sins against the Filipino people for not doing a good job as presidents and I hold them totally responsible and accountable for all the evil consequences of their bad leaderships, the institutionalization and proliferation of plunder among all private and public sectors of Philippine society. Why? Because the opportunity to stop corruption happened under their watch.

    Yan ang malungkot na part ng ating struggles as a nation and as a people. Our history is ugly because we made the mistakes of electing morally unworthy and unqualified leaders who pretend to know it all when they are devoid of even a small fraction of practical intelligence and wisdom to make sound judgments.

    Ang masama pa meron mga sira tayong kababayan ang ulo na gusto pang gawing santa si Tita Cory. What good has she done when she screwed up healing of this land. Even her parenting skills is questionable just look at Kris Aquino and P-Noy Aquino. I wouldn't be proud to have them as my children! These families are abominations to this nation!!!

    These two women presidents are the real cause of all our present troubles and sufferings they should repair for the injustice they did either in this life or the next.

    In this respect, I can only hope in the mercy and justice of the divine.

Roberto cajes was included in the list where we know wala siyang masyadong projects naibigay sa 2nd dist of bohol sa kanyang 9 terms as congressman. And they lavishly seen their wealth. His three daughters was in sk. His wife was a mayor. His one daughter also was not able to liquidate the 92M funds for the sk since she was the national pres. Federated sk sa buong pilipinas. She the money for belo naiba ang kanyang mukha and been lavishly seen with high ends bags, watches, jewelries and purchased a nissan patrol and properties. At her young age. I remembered it was on national newspapers and tv about her not giving the liquidations. Just like father and daughter. Her staffs raised a complaints in the ombudsman manila and until now its not yet investigated. Its so unfair wala p ring imbestigasyon ng ombudsman. Parang meron cover up sa loob. nawala na lang ang whisleblower na si mr. De erio staff din ni former natl. Federated sk pres. Jane cajes-yap who bring the case to ombudsman.its been 4 yrs wala pa rin imbestigasyon kon saan na ang funds ibinigay sa gobyerno for sk projects worth 92M-. At her young age she already learned how to steal money. Dapat abolish na yang sk because wala ding nagawa. It is a training ground for the youth to be corrupt and most sk members mga anak din ng mga polotiko. My heart is so hurt kasi im an ofw hindi madali aming trabaho at we are far from our kids and family nagpahirap sa ibang bansa para mabuhay ang pamilya. And here are some govt officials are stealing our hard earned money. Maawa naman sila sa mga pilipino naghihirap at walang trabaho dyan sa pilipinas. Its a sad thing our justice system and our govt system is not good.the laws they made are only for them and the rich hindi para sa mamayang pilipino. I have seen the pork barrel scam and pidaf from congressmen and senators first hand. my dad is friends with some congressmen and senators and i have went with my dad to facilitate some of these transactions. i have also been offered by a collage friend who asked me to introduce him to people who were in office to facilitate this pork barrel scam. it happens and it is blatant and heartless among these people. i am also friends with some politician kids and they live an extremely extravagant lifestyle. seeing this and thinking that the regular filipino who works as a server andgives 30% of his hard earned money and it is being used in such a way is disheartening.

    the real problem though is not only in the philippines. any person given extra power, will undoubtedly misuse it for his own personal benefit. in the us it is better hidden. just research the unbelievable finding that the pentagon mismanaged 20 trillion dollars and was announced a day before 9/11. then research all the facts around 9/11 and you start to see the lengths people in power will go through to maintain there status in power. the system of democracy has been disguised as another form of fascism. the hope is the next generation realize the mistake of their past generations and work towards a society geared towards helping your fellow man. not stepping over him for greedy reasons

  118. Reading all these reminded me of what my dad said recently, (we were talking about my options in migrating to another country) "Philippines is also good but government is not"

    Both my parents are OFWs. Half of my life, they weren't physically here. I graduated Elementary, High School and College without my mom/dad or both witnessing me receiving my diploma in person. Now I am working and I am learning all of these scams and what not. Yet I consider myself blessed having graduated college and working, but how about the underprivileged? anyway...

    If all these are true and the taxes that is being deducted from my salary just goes to the lavish lifestyles of "rich kids", then I can't help but feel hopeless. It took me a year of saving to afford a plane ticket to visit my parents for 3 weeks while these "rich kids" get their Gucci, Channel and Beverly Hills Parties without breaking a sweat. So UNFAIR!

    Just a quick note, visiting my parents abroad was better than them coming home because they would have to spend more being here... normal "Balikbayan" dilemma if you catch my drift

    Life is unfair, I want to say just deal with it but this is bull$#!t

Lately when the President was asked why he is not doing a "tuwid na landas" with the Congressmen and Senators, he defended them that he can not do anything about it and even stopped the BIR in investigating tax evasion suspects in the Legislature. The check and balances of our democracy is hi-jacked by no less than the President himself!
    Why would he stop the due process of finding accountability of public funds spending? He was, after all, a Senator when Arroyo was was Queen. He only got catapulted in the Presidential-sphere when his mother died. Now he got himself a bigger money bag, no audits. The Filipinos was blindly hopeful that change 'a coming...NOT.
    So, with this Presidential Memo, the BIR stops looking into Pork Barrel corruption and tax evasions(never mind the DOJ). Because the Administrative branch of the Government can not check on the Legislators; But it is OK to balanced out Chief Justice Corona? Now you see the general picture here. It would have been a fictional 'conspiracy theory' have it not had happened worthy of Hollywood's Oscar screenplay award before our eyes. I shit you not, you just can not make this shit up.
    The Filipinos deserve the leaders they elect.

After the term as mayor this year 2013 tumakbo na naman si Roberto cajes as congressman natalo this election kasi we know from the second district of bohol that the cajeses are not worthy to serve us his constituents because we know them they are so corrupt.   128. I believe that all the people who have come upon these very vital information over the internet should work together in informing all our fellow kababayans especially those who are belonging to the bottomest level of the Philippine hierarchy (with the rich people on the top).

    These politicians have gained most of their votes from the poor masses who can't even afford internet or those who have lived in shanties. Those people who have been hit very gravely by poverty. I assume that most of the Filipino netizens are on the middle level of this hierarchy (middle-class) and note that MOST of the Filipinos are very poor (they may not even know about this). The middle class is only a small population compared to the whole Philippine population.

    Remember the thing about Binay? Netizens were shocked because she still won after her negative image in the internet. That is because most of the votes comes from the poorest of poor. These are the ones that politicians are vying for. BUYING their votes. That's why I believe that we us Filipino netizens should inform the Filipino masses (those in isolated barangays, those who live in squatters, those who can barely eat, sleep, etc. you get the picture) that they be aware of these things happening. And not be hopeless about this. I know that this is the biggest scam I have ever heard in Philippine history but while we are still alive, there is still hope. If people feel hopeless, no change will happen. We gotta do something people. We have to act. Even it will not work, at least we did something for the love of our country. It's time to be nationalistic people! It's time to save our country! Don't feel so hopeless! We're here. We gotta do something! If we work together united as one, I believe that CHANGE will happen. We gotta be united in this and don't let the negativity of hopelessness swallow you.

    It's ironic how some if not most of these people are becoming poor without knowing that the politicans they vote for are the reasons on why they are so poor. I could already picture out how politicians are buying food or giving money to the very poor to gain their trust and THEIR VOTE when they don't even know it's them that's causing this poverty. AWARENESS TO THE FILIPINO PEOPLE!

  137. Even if we remove all those corrupt people in power, they will only be replaced by others who are just as vulnerable to the temptation to steal. It is likely that some of the current politicians started out with a real desire to be honest, but over time gave in to temptation.

    I feel like the only way to fix the mess is to consecrate the country to the Sacred Heart or to the Immaculate Heart. This won't turn the Philippines into a world superpower or make us prosperous overnight, but will allow more graces to be granted to us. Perhaps in time the Almighty will grant us honest, conscientious leaders.

  142. Unang una, bago pa mahalal ang mga politiko, mangangampanya sila di ba. Gagastos sila sa mga tv commercial, ads, lagay gamit ang kanilang mga pera pati na mga tutulong sa kampanya nila. Kapag nanalo sila, siyempre kailangan nilang bawiin ang mga nagastos nila at sa utang na loob sa mga tumulong sa pamamagitan ng pagkurakot ng pera ng bayan. Dapat may spending limit ang mga pag kampanya, at dapat talagang tanggalin ang pork barrel para matigil ang mga ito.

Alam naman din nating lahat na may corruption kahit saan tayo tumingin. Alam din natin na may mas mayaman na yumayaman lalo at mga mahihirap na humihirap lalo. Pero hindi ko naiintindihan bakit para tayo, pag umasal, parang wala tayong alam? Sinasama ko sarili ko sa observation na ito kasi matagal na akong nabubuhay na wala lang, wala lang talaga.

  151. speechless, i can't find words to describe those people who are involved in these scams...i just woke up in the middle of the night because my fone notified me that it is out of battery, i was upset because i couldn't get myself back to sleep so i logged in to FACEBOOK and saw this link sent in my INBOX,.... while i was reading from top to bottom for almost two hours, OMG, my BP rose up...HOW COULD THIS PEOPLE SO RUTHLESS BEYOND MY IMAGINATION... i am a taxpayer, withheld from my hard earned meager salary while these PIGS are happily wasting to their own lavish lifestyle...while in the midst of these 10B Scam , walang salary increase ang mga government employees pero may INCREASE ang PDAF???napakasakit naman!!! :-((((...

Once i thought i would rather join the NPA sa bundok at isa isahin tong mga wlang kwentang politicians sama na natin tong mga spoiled brats nilang mga anak. I even thought na magpasakop na lng tayo sa ibang bansa. Napakasobrang talino na kasi ng Pinoy eh..kaya kahit pagnanakaw ay namaster na. What's the best way? is our country worth dying for? If we start a revolution, we should be ready to die. It would be a very long battle just like the time of the Spaniards considering our geographical setting. I am willing to join whatever cause.   159. I think i have a solution...but i dont know if this is possible sa kanya kanyang small communities or we can start with our barangays. Lets sart from scratch. Lets try to change the rules and implement discipline in ourselves..family, schools, clubs or even fraternities. Let us all be aware of this fact by simply gathering and informing everyone of our current situation. It should be consistent and constant. We should distribute flyers, posters..we need to make it clear to everyone our aim. So please, anyone who leads this blog or revelation should think of the aim and steps to change this country. Running away from our country would not do anything good..although i myself is not in the Philippines right now. What ANONYMOUS is doing here is good. They should keep this blog open..and if the government will close it down..all the people here should continue to spread it, not only here...to the streets, schools, clubs, circle of friends, offices, anywhere you are..
    With this, we can arrive at the certain point that we are ready to make a big move. there should be no exemptions, poor, rich..educated or not..we must have one common aim. Then we wont realize that we dont need to march or get rid of those people if we have started changing ourselves through time. Why dont we start not paying our government taxes?? Lets save it!! if in our small community needs it then thats the time we have to share to build or make something for the community. We dont need the government to manage our money!! then for sure, we can start from there little by little to stand in our own feet.

Additional pla..if we want revolution not a bloody one...lets gather all the young talented individuals even those who are not, everyone is going to participate and share their own capabilities...example, IT's, those who can manage to control the web..people from media..some young people from the military who agrees with this..teachers..workers..blue or white..everybody with their skills..even hackers! or deviants..anyone..kahit killer ka..you can contribute something. Maybe this one would be the best union in the world if this could be done. Sama sama tayo to make small steps...not the bloody one..but if they want (the government all those who are involved) we can give it to them..that would be our last card.

    Numerous times have I encountered new money/politicos.

    JV (or was it Jinggoy?) started smoking in the first class. Pilot had to come out and tell him to stop - note that this was during Eraps Presidency -what did he do? He put it out and said, "Anti-Erap ata itong piloto na to puta!" -- Dude, you're on an international airline hahaha.


    How does GMA smuggle all that $$$$ out of the country and into HK then to wherever the fuck in the world? Oh yeah, ask her sons and trusted allies who fly first class with duffle bags filled with millions of dollars. Every time her son goes abroad for 'work', he smuggles millions of $. How? They have someone working for that airline on the payroll and connections with the HKIA customs and pay them heavily too!

    Have I said too much? Not even close. Its getting late and I should quit while I'm ahead.

    Parting thought: Wherever you are in the country, all these politicians have at least a tiny claim or stake in that area. This country is riddled with corruption from the tanods all the way up to the highest position of the land. It is deeply embedded in our society, our minds and the next generations.

Ayokong isipin ang martial law, but I don't have any more sucky and ugly words to describe the government, nor what we should do as Filipinos to punish them. Knowing that you have indeed a lot of information, will you always stay this way and use writing as your means to fight? like Jose Rizal? Siguro lahat ay totoo kasi wala naman nabago sa pilipinas mismo nga sa airport natin nangongorakot yan pa kayang may kapangyarihan sa bansa, mga trabahor nga lang ang mga nagtratrabaho sa airport nagagawa pa nilang magotong, may visa ka ngang lalabas ng pilipinas ayaw ka pang paalisin so anong mangyayari na lang sa ating bansa kong magogotong na lang palagi. Sana naman may gagawin sila sa airport natin na palaging may escort at bayad ng mga tao para lang makalabas ang mga tao sa bansa natin , mahirap na nga pinahihirapan..... Tangalin ang mga nag eescort sa airport or mga taong nagtratrabaho sa airport na pera lang ang kailangan.....

  170. Man is essentially a fleshy spirit. The fleshy form change and the spirit savors the change felt in the physical realm. However,deep within, the spirit knows the ultimate truth of being but just goes on with the ride in this existence.

    So, all is not lost, trust does not necessarily die here now. As I write this, dead skin cells peel of my hand and hit the keyboard. I am basically not the one who started writing this comment as I have different cell components compared with the original writer.

    Despite the revelations of these brave anonymous people, the population has to live day in, day out. Work for the gradual abolishment of the PDAF because there are too many loopholes in the system. We should find a better path along the way. Hopefully the anonymous contributors will be with us all the way..

    It may sicken us to cleave to the principle of “presumed innocence”, respect the “right to due process”, respect the “right of the accused to face his/her accusers”, respect the “right to a fair and impartial hearing in a court of law”, etcetera… But can we really expect that in going full-out EMO and throwing out these principles will amount to a solution to corruption?
    What is clearly the solution, if it must stated, is to urge the Office of the Ombudsman to stop dragging its feet and file appropriate charges against all those named in the Pork Barrel Scam. That way, we can end this circus and somehow, let the rule of law prevail.
